Thomas P. Tenorio, CCAP, Chief Executive Officer

Tom began his career in community action programs in 1978 when he went to work at the Community Services Department of San Bernardino County, California.  From there he moved to neighboring Riverside County to help a start-up community action program.  In both agencies, located in Southern California’s Inland Empire Tom was a part of innovative, highly regarded leadership.

Tom has been the Executive Director of the Community Action Agency of Butte County, Inc. (CAA) since 1994.  In that role he leads a mid-sized rural non-profit dedicated to its mission to achieve self-sufficiency for low-income residents.  The Agency operates a wide range of programs using a variety of public and private resources and in collaboration with a broad spectrum of partners.  Programs include an award-winning energy conservation program, the largest transitional housing program for homeless families in the North State and regional food services to seniors and families.  Leading the CAA through organizational change has become a focus for Tom to ensure that the CAA is sustainable and innovative.  Community Development activity is growing to address multiple needs including social enterprise, affordable housing and asset-building.  Organizing has emerged as another strategy to develop broad-based solutions to issues.

Tom is active in several groups with goals to improve conditions for low-income residents.  Since 2009 he has been Chair of the local Continuum of Care for homeless issues.  He sits on the Board of Directors of the California Community Economic Development Association (CCEDA) and the California Association of Food Banks (CAFB).  Since 2002, Tom has served in several leadership positions in the community action world including as President of the Region 9 Community Action Association comprising Arizona, California, Hawaii, and Nevada.  In 2008 Tom served as the President of the California/Nevada Community Action Partnership a statewide membership association of over 45 organizations actively engaged in multifaceted community action work.  In 2010 Tom was elected to represent the region on the National Community Action Partnership Board of Directors.  Since then he has been appointed to the Board of Directors of the Community Action Financial Institution.  He was also appointed Chair of the national CCAP Commission.  In 2012 Tom was elected by the national membership to Chair the Board of Directors of the Partnership.

Originally from Chicago, Tom has lived in California since 1963.  He moved with his family from Southern California in 1994 to Chico.  He earned a Bachelor’s Degree from the University of California, Riverside and was certified by the National Community Action Partnership, the trade association for community action programs, as a Certified Community Action Professional in 1993.  He and his wife of 37 years have four grown children.

Timothy J. Hawkins, CCAP, Chief Programs Officer

Tim spent the first 10 years of his career in the U.S. Navy as an Aviation Warfare Systems Operator and Rescue Swimmer stationed in Jacksonville, Florida. During that time he flew nearly 2,500 hours in the Seahawk helicopter, flew 38 combat missions, and rescued 24 people following Hurricane Katrina.

After leaving military service, Tim moved to Ojai, California where he became the Family and Community Services Manager of Community Action of Ventura County; three years later he was promoted to Director of Operations. In his roles there he led the expansion of the agencies core programming, the development of several new community outreach and education programs, launched new programs to house those without a home, and significantly increased the agency’s collaborative partnerships with several nonprofits and local governments.

Tim received his Bachelor’s Degree in Workforce Education and Development from Southern Illinois University, Carbondale. Tim was certified in 2015 by the National Community Action Partnership as a Certified Community Action Professional. Tim became part of the leadership team at the Community Action Agency of Butte County in early 2016. Tim’s wife was born and raised in Chico and they are excited to return and raise their three children in Butte County.

Dana Campbell, CCAP, Chief Fiscal Officer

Dana brings over 20 years of accounting as well as significant management experience. In her role at Butte CAA she is able to apply this vast experience to help the organization continue to grow and be well managed. Dana has her CPA license and is knowledgeable in governmental and not-for-profit fund accounting, financial analysis and reporting, complex budgeting, billings, payroll, financial projections, preparation of financial statements, problem-solving, investment management, retirement/saving plans, risk management, and modern supervision and management.  In addition to her accounting expertise, Dana also brings with her experience with administration and human resources issues, laws, procedures and techniques.  She is also an experienced auditor with not-for-profit and governmental auditing experience.
